Specification for fabricated access covers

This specification is published by the Fabricated Access Covers Trade Association (FACTA) and came into effect on 1st March 2013 and supersedes all earlier versions of the FACTA Specification (originally published in 1995). It was prepared by members of the FACTA Technical Committee. The Specification is intended to enable users to specify their requirements for fabricated access covers in terms of the required performance, particularly relating to wheel loads. The test loads and calculations contained in this specification are based upon the European standards for structural steelwork. This specification applies to fabricated access cover systems of the following types:
  • Solid top covers
  • Recessed covers designed for non-structural infill
  • Recessed covers designed for structural infill
  • Surface drainage products
facta-loading-class General requirements in Ireland NRA – Series NG500 section 507 Safety precautions require that chamber covers have a minimum opening of 600x750mm where personnel may be required to enter completely. In carriageways, hard shoulders and verges chamber covers, frames and gratings should be a minimum of class D400. For further guidance see HA104. HA104 – Advice Note The minimum classification for all chamber tops and gully tops installed in areas of trunk roads and motorways that are likely to be subject to traffic, either directly or indirectly, shall be D400 of EN 124. The installation of higher category covers and frames such as E600 should be considered in applications here the chamber is located in the wheel path of a motorway, trunk road or other road carrying over 1,500 commercial vehicles per day in each direction. Such proposals should be discussed with the overseeing organisation. It should be noted that EN 124 is a minimum performance specification and if there is any doubt, a higher category cover and frame should be selected. All manhole covers and frames shall be Class D400 to EN124, 150mm deep frame for roads and 100mm deep frame for footways and green areas. They shall be non rock design, have closed keyways, be manufactured from ductile iron or similar approved material and have 600*600mm or 600mm dia opening. Note: Dublin City Council require 600mm diameter opening in a square frame. Greater Dublin Regional Code of Practice for Drainage works. This applies to Wicklow, Meath, Kildare, Fingal, Dun Laoghaire Rathdown County Councils and Dublin City Council. All manhole covers and frames shall comply with EN124, Class D400 (or E600 for heavily trafficked main roads). Manhole covers with paving brick inserts are not accepted on the public drainage system. Specific details for covers shall be agreed with the Local Authority. Generally frames shall be square, with a circular insert of 600mm diameter and a minimum depth of 100mm. Heavily trafficked roads will require a 150mm deep frame.
